Fred has been in the real estate business since 1973, and is a licensed real estate broker. He is a founding member of the  PMC Management Group, LLC, a full service property management firm with offices in LaCrosse,  Hudson , and Wisconsin Dells, Wisconsin.  The firm specializes in multi family  property management, including apartments, condominiums and resort condominium properties.

Fred  holds  the Certified Property Manager  (CPM) designation  from the Institute of Real Estate Management where he is a past president and  member of the  faculty.  He teaches finance and asset analysis courses to property managers seeking the CPM designation.  He is a Realtor®, GRI (Graduate REALTORS® Institute) and past president of the Wisconsin REALTORS® Association.   He recently assisted the University of Wisconsin – Stout in development of its Bachelor of Science degree program in property management, one of only three such programs in the United States.

His career experience includes apartment and condominium management, development of apartment communities and residential subdivisions, facilities management, receiverships, residential sales,  consultation and training.

Fred holds a Bachelor of Science degree in Communications from Southern Illinois University, and a Master of Business Administration from the University of Wisconsin – La Crosse.  Fred has taught numerous courses on residential property management,  landlord tenant law,  real estate development and investment analysis.

Fred is very active in civic and real estate industry organizations.   He is a 2010 recipient of the Distinguished Service Award from the National Association of Realtors®, an organization of 1.1 million members.  He is only the 78th person to receive this award in NAR’s history.   The award recognizes outstanding contributions to the real estate industry.

Kay Kesler, CPM

Kay Kesler, CPM is vice president and co-founder of Property Management Concepts, Ltd. She is responsible for supervision of the La Crosse leasing office and of all field operations. Kay has over 20 years of experience in property management, including significant on-site and front line management duties. Kay develops overall leasing and marketing plans for the portfolio. She has successfully turned around many troubled assets through diligent planning and execution. Kay’s responsibilities include supervision and support of the roving maintenance staff, lease administration and support for the site management teams. She holds a Bachelor of Science degree from Southern Illinois University and holds the nationally recognized Certified Property Manager designation.
